Federal Prohibition-era restrictions had made brewing beer at home for personal use a taxable, effectively forbidden act, even after home winemaking was carved out an exemption in 1933. Congress repealed the federal restrictions and excise taxes on home-brewed beer, and President Jimmy Carter signed the repeal into law in 1978, clearing the way for the modern homebrewing hobby and the craft-brewing industry many of its hobbyists went on to found. The federal change did not reach every state at once: Alabama and Mississippi kept their own bans on the books until their 2013 legislative sessions.
