Headquarters groups craft and hobby institutions by the city or country where each one is based. Wikipedia notes that only guild members were normally "allowed to sell their goods or practice their skill within a city," tying an institution's authority tightly to one place. This grouping lets a visitor see where the organizations behind a craft or hobby are actually located.
